Application Process

To begin the application process, you will need to consider if you are applying for:

a) Construction Certificate

The Construction Certificate process involves a two-step approach:

1. Development Application

2. Construction Certificate

This covers any type of development requiring development consent under a Local Environmental Plan (LEP), State Environmental Planning Policy (SEPP), or Development Control Plans (DCP), by way of a Development Application (DA) approval.

b) Complying Development Certificate (CDC)

Complying development is a fast-track approval process for straightforward residential, commercial and industrial development that does not require a council development approval. Strict guidelines for the classification of a CDC are based on the NSW State Environment Planning Policy (SEPP) 2008.

All applications must be submitted via the NSW Planning Portal, as Illawarra Building Certifiers Pty Ltd can no longer accept direct applications.

Construction Certificate Process

Achieving your Construction Certificate (and Occupation Certificate) in 5 Easy Steps:

1. Obtain a Development Consent (DC) from your local council

2. Apply for a Construction Certificate, providing detailed plans and specifications for the development

3. Commence building, adhering to the approved plans and specifications

4. Arrange for site inspections during various stages of construction

5. Receive an Occupation Certificate, allowing you to occupy or use the building

A Construction Certificate confirms that the plans and specifications for your building work or development are consistent with the development consent and comply with the National Construction Code (NCC) and any other council requirements. Prior to development or building works, council approval must be obtained by submitting a Development Application (DA) online via the NSW Planning Portal. Once the Development Application is approved, it results in a written Development Consent (DC), outlining the conditions of the approval.
